Doctoral Scholarships in Doctoral Schools
Art. 209.
1. Doctoral Student who does not possess the PhD degree obtains a doctoral scholarship.
1a. Doctoral scholarships are not granted to Doctoral Students whose education at the doctoral school involves an obligation of employment in the unit that runs the doctoral school:
- on the basis of employment contact;
- with remuneration the level of which exceeds the level of professor remuneration.
2. The total period of obtaining the doctoral scholarship in doctoral schools cannot exceed 4 years.
3. The period specified in sec. 2 does not encompass the period of suspension and the period of education at the doctoral school in the case specified in Art. 206 sec. 2 of the Act.
4. The scholarship cannot be lower than:
1) 37% of professor remuneration - to the month in which the mid-term assessment was
performed,
2) 57% of professor remuneration - after the month in which the mid-term assessment was
performed.
5. The amount of the doctoral scholarship may depend on the doctoral student’s achievements.
6. During the period of suspension of education, the amount of the monthly doctoral scholarship shall be based determined in accordance with the maternity allowance regulations, with understanding that the basis for the assessment of the allowance shall be the amount of the monthly doctoral scholarship referred to in paragraph 4 which is due on the date of submission of the application for suspension.
7. The Doctoral Student who possesses a disability certificate, the degree of disability certificate or the certificate specified in Art. 5 and Art. 62 of the Act of 27 August 1997 on professional and social rehabilitation and employing the disabled persons obtains the doctoral scholarship at the level increased by 30% of the amount specified in sec. 4 clause 1.
8. The Doctoral Student who submitted their doctoral dissertation earlier than the deadline for completing their studies specified in the education program receives a doctoral scholarship until the deadline for completing their studies, but no longer than for 6 months. Provision of sec. 2 is applicable.
9. The doctoral scholarship is paid by the entity running the doctoral school.
Early submission of a doctoral dissertation
The Doctoral Student who submitted their doctoral dissertation earlier than the deadline for completing their studies specified in the education program receives a doctoral scholarship until the deadline for completing their studies, but no longer than for 6 months. It should be noted, that the total period of receiving a doctoral scholarship in doctoral schools may not exceed 4 years.
Insurance contribution/no taxation
On the doctoral scholarship, social security contributions provided for in the regulations on the social security system are paid. Doctoral students receiving a doctoral scholarship are covered by mandatory pension, disability and accident insurance. Sickness insurance is voluntary.
Doctoral scholarships are not taxed.
Cessation of doctoral scholarship
The Doctoral Student who has been removed from the list of Doctoral Students shall have his/her doctoral scholarship discontinued on the first day of the month following the month in which the decision to remove him/her from the list of doctoral students became final.
The Doctoral Student who resigned from education at the Doctoral School ceases to obtain doctoral scholarship payments from the first day of the month following the month in which the resigning occurred.
In addition:
Art. 210. A doctoral student can apply for a student loan provided that:
1) the doctoral student is under 35 years of age;
2) the loan is granted for the period of education at the doctoral school only once, not longer than for 4 years.
Art. 211. A doctoral student may apply for:
1) accommodation in the student dormitory of the University or meals in the student canteen of the University,
2) accommodation of a spouse or a child in a student dormitory of the university – on the terms specified in the regulations of benefits for students.
Art. 212. A scholarship may be awarded to a doctoral student by a local government on the terms set out in accordance with Art. 96 sec. 2 and 3.
Art. 213. A research scholarship may be awarded to a doctoral student by any person or a legal entity that is not a state or local government legal entity on the terms set out in Art. 97 sec. 2.
Article 214. A local government may grant discounts in public transport fares to persons holding a doctoral student card.
